(AP) ? Egypt's highest appeal courts suspended their work Wednesday to protest presidential decrees that gave the country's Islamist leader Mohammed Morsi nearly absolute powers, state television reported, deepening the turmoil roiling the country since the decrees were announced last week.

A widening dispute between the president and the nation's judiciary is at the center of the uproar over a constitutional declaration placing Morsi above oversight of any kind, including by the courts. At least 200,000 protesters filled Cairo's central Tahrir Square on Tuesday to denounce the decrees and call on the president to rescind them.

Judges with the high and lower courts of appeal decided that they will not return to work until Morsi rescinds his decrees, according to state TV. Many of the country's courts already had stopped functioning due to individual strikes.

The high court of appeal is led by Mohammed Mumtaz Metwali, who also chairs the Supreme Judiciary Council, which oversees the nation's court system. Members of the council met Morsi on Monday to discuss his decrees.

A statement issued later by the presidential palace strongly suggested that the president's explanation of the decrees satisfied the council, but the panel has not publicly commented on the issue.

A statement by the judges of the high appeals court, known as the Court of Cassation, described Morsi's decrees as an "unprecedented" assault on the judiciary and its principles that "defies belief." It said the decision to stop work at all its circuits was also unprecedented but justified by the "magnitude" of the crisis.

In another show of defiance, the Supreme Constitutional Court, the nation's highest, rejected charges made by Morsi and his Muslim Brotherhood that it is working to bring down his government.

The political turmoil was triggered Thursday when Morsi issued a constitutional declaration that placed him above oversight of any kind, including by the courts, and extended similar protection to parliament's lower chamber and a 100-member panel drafting a new constitution.

Morsi and his allies in the Muslim Brotherhood, which has emerged as the most powerful political movement since the revolution that ousted Hosni Mubarak nearly two years ago, have accused the judiciary of being dominated by Mubarak-era appointees who are trying to undermine the new leader.

The constitutional court ruled in June to dissolve parliament's lower chamber, which is dominated by Islamists, and was due to rule Sunday on the legality of the lower chamber and a 100-member panel drafting a new constitution.

A ruling, regardless of which way it goes, would constitute a direct challenge to Morsi, who took office in June as Egypt's first freely elected president but has enraged pro-democracy activists who claim he is acting too much like the authoritarian leader he replaced.

The court also denounced Morsi's claim that it was part of a "conspiracy" against him.

"The allegation that the (June) ruling was reached in complicity with others to bring down elected state institutions and consequently the state's collapse ... is incorrect and untrue," the constitutional court said in a statement read by its deputy chairman, Maher Sami, in a televised news conference.

"But what is most saddening for the court's judges came when the president of the republic joined, in a painful and cruel surprise, the continuing attacks against the constitutional court," it said, alluding to comments made by Morsi on Friday in which he said the June ruling was leaked ahead of its official announcement.

A strike by the appeals courts and the rare criticism of the president in the Supreme Constitutional Court's statement came a day after Egyptians poured into Tahrir Square ? the epicenter of last year's anti-Mubarak uprising ? to protest Morsi's decrees, which also gave him unlimited powers to "protect" the nation.

Clashes between some protesters and police continued Wednesday off Tahrir, near the U.S. Embassy.

The liberal opposition has said it would not enter a dialogue with the president about the country's latest political crisis before Morsi rescinded his decrees. Activists planned another massive rally on Friday.

Where are the first-time homebuyers? - Fortune Finance: Hedge ...

Despite the recent positive signs in the housing market, one key group has not yet returned.

FORTUNE -- ?In another sign that the U.S. housing market is recovering, the closely watched S&P/Case-Shiller index report on Tuesday noted home prices over the summer posted its biggest percentage gain in more than two years. This is good news, but?a crucial segment is missing out on better days: First-time homebuyers.

In October, the share of buyers purchasing their first home dropped to 34.7%, the lowest point in at least three years, according to a survey of real estate agents. This compares with 37.1% in June and the 40% range it has historically hovered around.

The decline comes as the sale of non-distressed homes has risen rapidly during the past year. It climbed to 64.7% in October, compared with 55.7% in February, according to the Campbell/Inside Mortgage Finance HousingPulse Tracking Survey. Current homeowners and even investors, which typically target heavily discounted foreclosed properties, have been riding the recovery wave. In October, current homeowners made up 54.2% of non-distressed sales, a jump from 50% in June. And investors made up?12.2% of sales, higher than 11.3%?during the same period.??By contrast, first-time buyers fell behind. Their share of purchases fell to 33.6% from 38.7%.

Since the start of the year -- when the overall housing market was relatively weaker -- the U.S. Federal Reserve has been drawing attention to the problem. Now as things start looking better with home prices and sales edging up, the momentum could be deflated.??First-time buyers play an important role in the market. To be sure, these households are younger, with relatively new credit profiles and lower-than-average credit scores. Of any group, though, they are best positioned to absorb the excess inventory of distressed homes, says Tom Popkin, the survey's research director. Investors could do the job, he says, but that may not help bump prices up as bulk and cash sales usually mean the properties are purchased at deep discounts.

A few reasons explain why first-timers have been left out. For one, the deteriorating finances of the Federal Housing Administration. About 50% of first-time buyers rely on the government agency for financing. The FHA doesn't directly make loans to them, but it safeguards lenders if borrowers stop paying. In turn, this insurance makes banks more willing to offer mortgages to borrowers with lower credit scores or incomes, as well as with down payments as low as 3.5%.

All that is a big draw for first-time buyers, but FHA will have a much harder time supporting such households. The agency has struggled with huge losses from souring home loans -- a problem that has existed since at least 2009, leading many to wonder if the agency will eventually need a government bailout.

Earlier this month, experts sounded another alarm. The FHA has used up its reserves -- its capital cushion fell to -$16.3 billion at the end of fiscal 2012, according to a study by an independent actuary. The agency has tried to strengthen its finances. In recent years, it has established minimum credit scores for eligibility; required bigger down payments for riskier borrowers and raised premiums on insurance required for borrowers making smaller down payments. Starting next year, annual premiums will increase again, raising borrowers' costs by an average of $13 a month.

This might help save FHA from financial abyss, but it also makes getting a mortgage more difficult and costly for first-time buyers. More broadly,?the worry is that if the FHA goes down, so might the overall housing market.

Even if FHA weren't in turmoil, first-time buyers may not be much better off.???This of course depends where you live. It's one of the cheapest times to buy, but prices?across certain metropolitan areas -- including New York, Los Angeles and Boston --? are still out of reach for households just starting out. As The New York Times? pointed recently, when prices peaked, the median cost of a single-family home nationwide was $226,000 -- four times the median income. This figure has dropped significantly, to $166,000, or 2.7 times the median income of $61,592. But places where residents typically fill very specialized and higher-paying jobs, owning a home becomes a lot less affordable: In San Francisco, the median home costs about is 4.89 times the median income; in New York, it's 4.62 times; in Boston, it runs 3.7 times.

But if buyers don't live in a big and expensive city, there's also the burden of student loans to consider. As total student debt outstanding approaches the $1 trillion mark, younger households scrambling to repay their loans may take longer than previous generations to buy a house, economists say. With banks more choosy over who it lends to, indebted graduates may take longer to save for a down payment. They might also take longer to qualify for mortgages.

So as the housing market turns a corner, it's the young, the educated, and those living in America's biggest cities that probably won't be part of it. At least not for a while.

In a long-awaited and blistering report on the spending habits of New Orleans judges, the state's legislative auditor highlighted one year's worth of insurance premiums: in 2010, the 13 judges of Orleans Parish Criminal District Court collectively held 249 supplemental insurance policies fully funded by the court.

That averages 19 policies per judge, at a cost of $14,500 apiece.

In three years, Auditor Daryl Purpera found, the criminal court judges and their counterparts in New Orleans civil and city courts illegally used public money to buy more than $800,000 in such "excessive and unnecessary" supplemental coverage on top of their state-funded healthcare plans. The extra programs included whole life insurance plans with cash surrender values, and tens of thousands paid to a company called Exec-U-Care, which reimburses deductibles, co-pays and other out-of-pocket medical expenses.

Monday's reports, totaling 100 pages split between criminal and civil courts, were released more than a year after the Metropolitan Crime Commission questioned the judges' decades-long, multi-million-dollar use of their judicial expense fund - collected from fines and fees they impose on convicts.

"I knew there were problems, but I'm still stunned by the level of abuses," the commission's president, Rafael Goyeneche, said after reading Monday's report.

The auditor analyzed three years of the practice, and found that Orleans Parish Criminal District Court judges improperly spent $637,367 between 2009 and 2011 "to provide themselves with supplemental and additional insurance benefits." Civil and City Court judges did the same with $191,073.

The practice has been in place since at least 1994, and Goyeneche estimates millions have been spent on supplemental insurance.

State law forbids judges from receiving any compensation above the judicial salary set by statute at more than $130,000 a year, and specifies that insurance premiums can be paid only at the same rate as other state employees.

The auditor recommended that the court immediately halt the practice, seek reimbursement from the judges for all improper payouts, require that any interest on life insurance policies be returned to the court and report the additional income to tax collectors.

The judges canceled the policies in February, after they became publicly problematic, and reimbursed the court $71,983 in cash surrender values of the cancelled life insurance policies, according to the audit.

Both courts responded to Purpera's report with near-identical, 15-page rebuttal letters that called the audit "misleading and unsound."

Robert Kazik, judicial administrator for Criminal District Court, and Piper Griffin, chief judge of Civil District Court, questioned the office's authority to second-guess the court, suggesting that the state Supreme Court was the only entity with the power to condemn district judges.

Their rebuttals made two main points: the use of the judicial expense fund for supplemental insurance is a widespread and long-standing practice, known for decades to the Supreme Court, which ruled in its silence to tacitly approve of it.

Valerie Willard, spokeswomen for the Louisiana Supreme Court, said the court has never taken up the issue at all.

"It hasn't been tacitly approved," she said, "and it hasn't been tacitly denied."

In 1994, the Orleans Parish courts hired a lawyer and an accounting firm to analyze the practice, and both determined it permissible, the courts' response noted.

Many judges, individually, told the auditors they simply didn't know: they signed the insurance documents handed to them on their first day and assumed the judges before them had determined the practice was proper.

Tthe two courts also claimed that other courts in the state allow judges to buy supplemental insurance out of the judicial expense fund, though did not name specific jurisdictions.

Locally, Jefferson Parish Chief Judge John Molaison said that his bench has never used its judicial expense fund to pay for supplemental insurance policies.

Adrienne Stroble, Court Administrator for the 22st Judicial District Court, which covers St. Tammany and Washington parishes, said that court's 12 judges used to spend $20,000 from the fund to cover dental insurance, though no additional supplemental policies were offered. They discontinued the practice in July 2011, after Goyeneche's complaint of Orleans judges alerted them to the potential problems, Stroble said.

Goyeneche said St. Tammany's action is evidence of the deterrent effect Monday's report is likely to have on any court still paying premiums from the judicial expense fund.

"The value of this report is basically to fire a warning shot to every other court in the state: you better stop this or the auditors are going to come knocking on your door, too," he said.

Goyeneche pointed to the 249 policies held among 13 judges in 2010. Each judge had multiple life insurance and long-term care policies. Some had multiple policies for their spouses; all but one had several critical-illness policies, and one judge had more than one accident policy.

Between 2009 and 2011, the judges held between 197 and 249 policies between them, costing between $7,280 and $14,566 per year per judge, all on top of their state benefits.

"These are redundant policies, but because it wasn't their money, it didn't really matter how much it cost," Goyeneche said.

The judicial administrator described the redundancy as "clerical oversight" based on enrollment in a new policy before cancelling the old one.

And the judges insist that the judicial expense fund is not public money, it's "self-generated money." Because it comes from fines and fees collected, not taxpayer-funded state accounts, it's not subject to the same law as general public money, they argue.

State law limits the judicial expense fund to "any purpose connected with, incidental to, or related to the proper administration or function of the court or the office of the judges thereof..."

The court argues that supplemental policies fit that definition. One judge told the auditor that when he took the bench 11 years ago, "he was told being a judge is stressful and that maintaining good health was important."

Goyeneche believes otherwise: the court has in recent years bemoaned budget cuts and threatened to halt trials early without money to pay for security and clerks. The judicial expense fund is better suited for those expenses, he countered.

Purpera, the auditor, agreed: "It would appear to be a tremendous conflict of interest for judges to be able to assess fines and fees that they may then use for their own personal benefit," he wrote in his rebuttal to the judges' rebuttal. ?

The controversy has already spurred discord at the courthouse. District Attorney Leon Cannizzaro initially referred the case to the Attorney General, noting that the judges could have committed malfeasance and gross misconduct, and might be subject to removal from office. In the letter, he confessed that he might have also taken advantage of the supplemental benefits during his 17-year tenure on the bench.

The judges, meanwhile, began recusing themselves from cases tried by Cannizzaro, citing the accusations laid out in his letter.

Assistant Attorney General David Caldwell, who leads the office's public corruption unit, said Monday that his office is still reviewing the auditor's report to determine whether the spending constitutes a crime.

Monday's audit also looked at the judges' travel spending and employee record keeping.

Criminal court judges had not documented their travel expenses as required by law, and paid "excessive amounts" for lodging during training and meetings.

The court has no policy for travel record-keeping for reimbursements - one judge told the auditor he "uses the honor system" when dealing with travel expenses.

Those who did keep records often omitted key facts: the dates, for instance.

"Without complete travel records of detailed receipts, we could not determine the business purpose of all travel expenses," the report concluded.

Several judges on the civil bench, similarly, "incurred lodging expenses which appear excessive" while traveling for meetings and training.

The auditor also analyzed the judges' employees' times and attendance records, and found that in both criminal and civil courts employees under the direct supervision of judges were not required to document their time and attendance at work.

Scottville considers options for baseball's future ...

SCOTTVILLE ? The City of Scottville is taking a serious look at the future of its youth recreation baseball program. During its last meeting, the city?s Parks and Recreation Board decided that the city can no longer afford to operate the program at a loss.

?The board would like to see a group of parents step up and form an organization similar to the American Youth Soccer Organization that runs the fall and spring soccer leagues at MacPhail Field,? City Manager Amy Williams said.

For the past 10 years, the city has been operating the recreation program. Prior to that, the city and Mason County Central Schools ran the program jointly, with most of the administration and equipment costs going through the school.

?We just can no longer afford to take a loss on this program,? Williams said. ?Baseball is the only recreation program the city runs and last year we took an $11,000 loss on it, which does not even include administrative costs, which are around $5,000.? Williams said the Parks and Recreation board has been turn about this decision for the past three years. ?We have tried to keep it going each year for the kids,? she said, ?but we just can?t afford to keep taking the loss.?

The baseball program, which includes t-ball, involved 366 kids this year. Of those kids, Williams estimated that only about 10 percent were actual residents in the city of Scottville. Basically, the tax payers of the city of Scottville are offsetting the program for children who do not live in the city and whose parents do not pay property taxes in the city.

Williams said when the city first took over the program it received a lot more funding. The city itself also had more revenue and staff. It even had a full-time recreation director at one time.

?We used to get United Way funding of at least $6,000 per year,? she said. ?They changed the funding program and we no longer receive that money. Plus, in the past, Scottville area businesses would sponsor the teams. But, with the loss of businesses and the current economy, they cannot afford the sponsorships. Those sponsorships would cover the uniforms and even some equipment.?

Adult recreation softball leagues used to also help offset the costs, but those leagues no longer contribute. The city would also get revenue from the recreation wrestling program until the school took that program back over.

The participation fee is currently $30, which includes $5 for each player?s t-shirt. Williams said the $25 balance does not even come close to making the program solvent.

?AYSO charges $45 per participant or if there are two or more in the same family, they charge $40.?

Williams said Scottville provides all the equipment for the players, except the glove. ?We do get people who donate gloves to the program, so if there is a child who needs a glove we will provide it,? she said.

Comparatively, AYSO has all volunteers help and its officiators don?t get paid. The players have to purchase all their equipment, most of which is required such as pads, shoes and certain socks. ?They also do fund raising and the volunteers help with everything,? Williams said.

The city pays umpires $7.50 per hour with a two hour minimum. This year, umpires cost $1,520. Other expenses the city had, which were directly related to baseball were: $1,277 in equipment, $1,896 in field maintenance, $2,304 in t-shirts (t-shirts cost $6 each, though the city only charges $5), $600 field rental to Custer Recreation. The city also had other expenses as well (see related list).

?My staff can barely keep up with the day to day operations of running the city,? Williams said. ?I am doing the work of the city manager and treasurer and the other two office staff perform the duties of the clerk and administration of the police department and Department of Public Works.?

Baseball is the only local recreation sport overseen by the city. Football, wrestling and soccer are all private organizations.

Williams said she has not spoken with surrounding townships but is doubtful they would be willing to help offset the costs of the program.

The parks and recreation committee is willing to oversee the program for one more year as long as a group of parents step up and offer to work at transitioning the program to a private organization, Williams said.

She said the Parks and Recreation board meets the second Monday of the month at 6 p.m. at city hall, but is not scheduled to meet again until February. She said if there is enough interest, the board would be willing to hold a January meeting to get advise on how to transition.

The parks and recreation board is a 7-member board made up of citizens from Scottville and the surrounding area. Currently there are two openings on the board. Williams said another way someone could provide feedback is to volunteer to serve on the board.

What You Need:

  • 4 envelopes plain gelatin
  • 4 cups cold water
  • 8 tsp sugar
  • 4 tsp beef bouillon granules or 4 beef bouillon cubes
  • Foil muffin cups
  • Muffin pan
  • Ziplock bags

How to Make:

  1. ?Mix all four envelopes of ?the gelatin with four cups of cold water, 8 teaspoons of sugar, and the bouillon granules or cubes.?Heat?until boiling while stirring constantly. Once boiling begins remove from heat and allow the gelatin to cool slightly.
  2. Put the muffin cups in a muffin pan and pour the gelatin?solution?into each cup until it is half full. Refrigerate the ?until the gelatin is solid.
  3. Remove the cups from the pan, being careful not to touch the gelatin itself. Place the cups into plastic bags and refrigerate.
  4. You MUST use the petri dish within 3 days!

Now you have your own petri dish so you can grow bacteria and other things. This is a great simple project that even younger kids can take art in because it is so easy.

NC State fires O'Brien after 6 seasons

(AP) ? North Carolina State has fired football coach Tom O'Brien after six seasons, four of which were good enough to get the Wolfpack into a bowl but none that could get them to the Atlantic Coast Conference championship game.

Athletic director Debbie Yow made the announcement Sunday, one day after the Wolfpack finished a 7-5 regular season with a win over Boston College. During a news conference, Yow said she met with O'Brien on Friday to discuss the future of the program, then notified him of her decision Sunday before meeting with the coaching staff and players.

"I told them it's really fairly simple," Yow said. "Coach O'Brien and I agree on the goal of becoming a top-25 program. We just don't agree on what it takes to do that, how to get there."

O'Brien went 40-35 after coming to Raleigh from BC following the 2006 season. He took the Wolfpack to three bowl games, but won't coach in a fourth when N.C. State receives its bid next week. Yow said O'Brien's buyout would be $1.2 million over four years.

N.C. State says offensive coordinator Dana Bible will be the interim coach for the bowl game. All other assistants are staying to continue bowl preparations.

"I appreciate the opportunity to have coached at North Carolina State University and I feel that the program is in a better place now than when I started," O'Brien said in a statement issued by the school.

The 64-year-old O'Brien, who went 75-45 in 10 seasons at BC with eight consecutive bowl berths before coming here, said at his December 2006 hiring that it was "N.C. State or bust for me."

In his statement Sunday, O'Brien said he is looking "forward to life after football."

His teams were just 22-26 in ACC play and finished above .500 in the league just once, going 5-3 in 2010. He was 1-14 in Atlantic Division road games.

Only three ACC teams ? No. 13 Florida State (10-2), No. 15 Clemson (10-2) and rival North Carolina (8-4) ? had better overall records this season than the Wolfpack, who were 4-4 in the league.

That was good for third in the Atlantic Division behind Florida State and Clemson ? exactly where they were picked in the preseason poll.

But consistency was a problem all season.

They opened with a 14-point loss to a Tennessee team that went on to finish 5-7. They blew a late 10-point lead and allowed an ACC-record 566 yards passing in a loss at Miami. They were routed at home 33-6 by a last-place Virginia team that had lost six straight and they gave up 62 points in a loss at Clemson.

Not even a thrilling upset of then-No. 3 Florida State on Oct. 6 could save O'Brien's job.

O'Brien also faced some questions in the spring of 2011, when he parted ways with three-year starting quarterback Russell Wilson, who was attempting to play both minor-league baseball and football at the high FBS level.

Wilson transferred to Wisconsin for his senior season, led the Badgers to the Rose Bowl and wound up winning the job with the Seattle Seahawks.

O'Brien's choice certainly appeared justified when Mike Glennon ? who took over for Wilson ? led the ACC in passing this season, averaging 304 yards.

The school says a national search for O'Brien's replacement will begin immediately.

Egypt reformist warns of turmoil from Morsi decree

CAIRO (AP) ? Prominent Egyptian democracy advocate Mohammed ElBaradei warned Saturday of increasing turmoil that could potentially lead to the military stepping in unless the Islamist president rescinds his new, near absolute powers, as the country's long fragmented opposition sought to unite and rally new protests.

Egypt's liberal and secular forces ? long divided, weakened and uncertain amid the rise of Islamist parties to power ? are seeking to rally themselves in response to the decrees issued this week by President Mohammed Morsi. The president granted himself sweeping powers to "protect the revolution" and made himself immune to judicial oversight.

The judiciary, which was the main target of Morsi's edicts, pushed back Saturday. The country's highest body of judges, the Supreme Judical Council, called his decrees an "unprecedented assault." Courts in the Mediterranean city of Alexandria announced a work suspension until the decrees are lifted.

Outside the high court building in Cairo, several hundred demonstrators rallied against Morsi, chanting, "Leave! Leave!" echoing the slogan used against former leader Hosni Mubarak in last year's uprising that ousted him. Police fired tear gas to disperse a crowd of young men who were shooting flares outside the court.

The edicts issued Wednesday have galvanized anger brewing against Morsi and the Muslim Brotherhood, from which he hails, ever since he took office in June as Egypt's first freely elected president. Critics accuse the Brotherhood ? which has dominated elections the past year ? and other Islamists of monopolizing power and doing little to bring real reform or address Egypt's mounting economic and security woes.

Oppositon groups have called for new nationwide rallies Tuesday ? and the Muslim Brotherhood has called for rallies supporting Morsi the same day, setting the stage for new violence.

Morsi supporters counter that the edicts were necessary to prevent the courts, which already dissolved the elected lower house of parliament, from further holding up moves to stability by disbanding the assembly writing the new constitution, as judges were considering doing. Like parliament was, the assembly is dominated by Islamists. Morsi accuses Mubarak loyalists in the judiciary of seeking to thwart the revolution's goals and barred the judiciary from disbanding the constitutional assembly or parliament's upper house.

In an interview with a handful of journalists, including The Associated Press, Nobel Peace laureate ElBaradei raised alarm over the impact of Morsi's rulings, saying he had become "a new pharaoh."

"There is a good deal of anger, chaos, confusion. Violence is spreading to many places and state authority is starting to erode slowly," he said. "We hope that we can manage to do a smooth transition without plunging the country into a cycle of violence. But I don't see this happening without Mr. Morsi rescinding all of this."

Speaking of Egypt's powerful military, ElBaradei said, "I am sure they are as worried as everyone else. You cannot exclude that the army will intervene to restore law and order" if the situation gets out of hand.

But anti-Morsi factions are chronically divided, with revolutionary youth activists, new liberal political parties that have struggled to build a public base and figures from the Mubarak era, all of whom distrust each other. The judiciary is also an uncomfortable cause for some to back, since it includes many Mubarak appointees who even Morsi opponents criticize as too tied to the old regime.

Opponents say the edicts gave Morsi near dictatorial powers, neutering the judiciary when he already holds both executive and legislative powers. One of his most controversial edicts gave him the right to take any steps to stop "threats to the revolution," vague wording that activists say harkens back to Mubarak-era emergency laws.

Tens of thousands of people took to the streets in nationwide protests on Friday, sparking clashes between anti-and pro-Morsi crowds in several cities that left more than 200 people wounded.

On Saturday, new clashed broke out in the southern city of Assiut. Morsi opponents and members of the Muslim Brotherhood swung sticks and threw stones at each other outside the offices of the Brotherhood's political party, leaving at least seven injured.

ElBaradei and a six other prominent liberal leaders have announced the formation of a National Salvation Front aimed at rallying all non-Islamist groups together to force Morsi to rescind his edicts.

The National Salvation Front leadership includes several who ran against Morsi in this year's presidential race ? Hamdeen Sabahi, who finished a close third, former foreign minister Amr Moussa and moderate Islamist Abdel-Moneim Aboul-Fotouh. ElBaradei says the group is also pushing for the creation of a new constitutional assembly and a unity government.

ElBaradei said it would be a long process to persuade Morsi that he "cannot get away with murder."

"There is no middle ground, no dialogue before he rescinds this declaration. There is no room for dialogue until then."

The grouping seems to represent a newly assertive political foray by ElBaradei, the former chief of the U.N. nuclear watchdog agency. ElBaradei returned to Egypt in the year before Mubarak's fall, speaking out against his rule, and was influential with many of the youth groups that launched the anti-Mubarak revolution.

But since Mubarak's fall, he has been criticized by some as too Westernized, elite and Hamlet-ish, reluctant to fully assert himself as an opposition leader.

The Brotherhood's Freedom and Justice political party, once headed by Morsi, said Saturday in a statement that the president's decision protects the revolution against former regime figures who have tried to erode elected institutions and were threatening to dissolve the constitutional assembly.

The Brotherhood warned in another statement that there were forces trying to overthrow the elected president in order to return to power. It said Morsi has a mandate to lead, having defeated one of Mubarak's former prime ministers this summer in a closely contested election.

Morsi's edicts also removed Abdel-Meguid Mahmoud, the prosecutor general first appointed by Mubarak, who many Egyptians accused of not prosecuting former regime figures strongly enough.

Speaking to a gathering of judges cheering support for him at the high court building in Cairo, Mahmoud warned of a "vicious campaign" against state institutions. He also said judicial authorities are looking into the legality of the decision to remove him ? setting up a Catch-22 of legitimacy, since under Morsi's decree, the courts cannot overturn any of his decisions.

"I thank you for your support of judicial independence," he told the judges.

"Morsi will have to reverse his decision to avoid the anger of the people," said Ahmed Badrawy, a labor ministry employee protesting at the courthouse. "We do not want to have an Iranian system here," he added, referring to fears that hardcore Islamists may try to turn Egypt into a theocracy.

Several hundred protesters remained in Cairo's Tahrir Square Saturday, where a number of tents have been erected in a sit-in following nearly a week of clashes with riot police.
